Description of Moderators-- Their Duties, Responsibilities, and Authority

1. Description

A. Moderators exert prime control over the echo(es) they
moderate within IGA_Net<tm>.
B. Moderators are directly under, and are responsible to, the
IGA_Net<tm> Administrator/Zone-Coordinator.
C. Moderators are appointed and discharged by the IGA_Net<tm>
Administrator/Zone-Coordinator.
Exception: In the case of local echoes which are carried by
IGA_Net<tm> as IGA_Net<tm> echoes, the moderator(s) are appointed
locally and not appointed-by the IGA_Net<tm> Administrator/Zone-
Coordinator; however, the echo itself (ergo, the moderator) is carried
at the discretion of the IGA_Net<tm> Administrator/Zone-Coordinator. In
the instance that a moderator of a local echo which is carried by
IGA_Net<tm> objects to being bound by the duties detailed herein, that
echo will only be carried by IGA_Net<tm> as a Non-Net-Specific (NNS)
echo.
D. All moderators of IGA_Net<tm> echoes are bound by the duties,
responsibilities, and authority detailed herein.
2. Duties, Responsibilities, and Authority

The following duties, responsibilities, and authority are
delegated to all Moderators within IGA_Net<tm>.
A. A Moderator is responsible for everything that does happen,
or doesn't happen, in his or her conference. He or she will
conscientiously and fairly enforce IGA_Net<tm> rules and the "Rules of
the Echo" for his or her conference.
B. Moderators are responsible for seeing that their "Rules of
the Echo" are current and correct. This includes the *.RUL file which
is distributed for their conference within the IGA-INFO.Z## packet.
[The IGA-INFO.Z## packet is maintained by the IGA_Net<tm>
Administrator/Zone-Coordinator.]
All proposed changes to "Rules of the Echo" will be submitted in
draft to both the IGA_Net<tm> Administrator/Zone-Coordinator and the
ELIST Coordinator for approval prior to publishing/distributing.
C. Moderators will publish, at least once monthly, a message
within their conference which contains the Rules of the Echo."
D. Harmony is the backbone of all effective organizations--and
especially this of ours. All effort will be made to ensure that
messages and actions from the moderator in the open echo will be
rendered in a most harmoneous manner.
E. Maximunm effort will be made to ensure that all messages
relating to corrective action which appear in an echo are cordial
in nature. The creedo must be: "Walk softly because you carry a big
stick." If a non-cordial communications must be sent, it will be
sent (and replied to) via netmail.
F. If someone posts a message which presents a problem of
insignificance or is slightly out-of-order in the echo, the
Moderator may congenially/cordially request correction via message
in the open echo to the offender.
In the event that the infraction is one of a more serious nature,
the Moderator will send a routed-netmail to the errant user *and*
send a copy of the message to the SYSOP of the board upon which the
problem message was entered.
Should a moderator determine that a user's access to his/her echo
must be severed, the moderator will perform the following:
1) Use netmail to notify and convey the following to the
servicing BBS:
a. The identity of the user to be severed, and
b. A statement of the reason(s) for the request for
severance, and
c. Extracts of message(s) from the user which prompted
the request for severance (if not already furnished), and
d. Any additional information available which supports
the request for severance.
2) Duplicates of the above F.1.a. through F.1.d. will be
forwarded to the Administrator of IGA_Net<tm> at 440:1/1 concurrent
with sending same to the servicing BBS.
G. Moderators will comply with the requests of the IGA_Net<tm>
Quality Control Coordinators and the ELIST Coordinator. Should a dispute
arise, the dispute will be taken to the Administrator of IGA_Net<tm> for
resolution.
H. A Moderator should monitor his/her echo at least once during
each 24 hour period. If a moderator is not going to be able to do
this, he or she will arrange for a co-moderator to do it in their
place. The name of the co-moderator will be contained within the
"Rules of the Echo" file.
I. This document may be changed and updated as requirements
are identified and/or exist.
